Rostechnadzor Takes Part in 19th Meeting of Interstate Council for Industrial Safety


The 19th meeting of the Interstate Council for Industrial Safety (ICIS) was held on October 22, 2021 via videoconferencing. The meeting was planned to be held in Baku, but due to the restrictions associated with the threat of the spread of coronavirus infection, it was decided to work remotely. The meeting was attended by members of the Council and plenipotentiary representatives to the ICIS of the Republic of Armenia, the Republic of Azerbaijan, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan, and representatives of the CIS Executive Committee and the UN Economic Commission for Europe.

The event was opened by Alexander Klobuk, the current ICIS chairman and head of the State Industrial Supervision Service of the Republic of Belarus. He greeted the participants and noted that cooperation in the field of industrial safety at hazardous production facilities was carried out in accordance with the adopted Work Plan of the Council for 2020 and 2021, as well as the decisions of the previous 18th meeting of the Council, and suggested that, in general, the work of the ICIS should be appreciated.


In accordance with the Regulation on the Council, the chairmanship passed to the Republic of Azerbaijan. Alexander Klobuk congratulated Vyusal Agayev, head of the State Agency for Safe Work in Industry and Mining Supervision of the Ministry of Emergency Situations of Azerbaijan, on his election and wished him success in solving the tasks the Council would face.

DSC_4072.jpgAlexander Trembitsky, chairman of Rostekhnadzor, informed the members of the ICIS about the changes in the regulatory legal framework of the Russian Federation in the field of industrial safety. In particular, he noted the “regulatory guillotine” mechanism implemented in 2020.

The topic was continued by Dmitry Yakovlev, head of the Legal Department of Rostechnadzor. He reported in detail on the process of revising the current mandatory requirements in line with modern realities. As a result of this revision process, all outdated regulatory legal acts in the field of industrial safety have been revised and new updated documents have been issued to replace them.

Also, Mr. Yakovlev presented a comparative legal analysis of the mechanisms of digital transformation of regulatory and supervisory activities in the field of industrial safety in the ICIS member countries.

Konstantin Kozlov, advisor of the boiler inspection division of the State Construction Supervision Department, informed the Council members about the regulatory control of the safety issues concerning overpressurized equipment in the Russian Federation.

The participants of the event summed up the results of the ICIS activities in 2020 and 2021 and approved the plan of major actions on implementation of the Agreement on cooperation in the field of industrial safety at hazardous production facilities for 2021 to 2026.
