Approval of 10-Year Strategic Plan for Implementation of Concept for Improving Legal and Regulatory Safety Control in Nuclear Energy


On March 12, 2021, Alexey Ferapontov, Deputy Chairman of Rostechnadzor, approved the Strategic Plan for the Implementation of the Concept for Improving Safety Regulation and Standardization in the Field of the Use of Atomic Energy Use for 2021 to 2031.

The strategic plan is based on:

• results of the analysis of compliance of the current federal rules and regulations with the requirements of legislative and other regulatory legal acts of the Russian Federation, including the provisions of the Federal Law of November 21, 1995 No. 170-FZ “On the Use of Atomic Energy”;

• results of the analysis of the current federal rules and regulations made to ensure that they comply with the recommendations of the IAEA and the OECD NEA;

• results of the analysis of law enforcement practice (taking into account the inquiries on the application of the provisions of the federal rules and regulations received from the enterprises of the nuclear industry and Rostechnadzor’s interregional territorial departments for supervision of nuclear and radiation safety);

• experience in the development of draft federal rules and regulations.

The document has been developed to improve the regulatory legal regulation in the field of the use of atomic energy and to further the systematic development of the work stipulated by the previous Plan of 2015.
