Meeting of Rostechnadzor’s Public Council

The Public Council of Federal Environmental, Industrial and Nuclear Supervision Service (Rostechnadzor) held a meeting on December 3, 2020 via videoconference.

The first report titled “Implementation of the Action Plan of Federal Environmental, Industrial and Nuclear Supervision Service for 2020 to 2024” was made by Yegor Yemelianenko, deputy head of the Organizational and Analytical Department, who said that all the activities provided for in the Plan for 2020 had been completed.

Dmitry Yakovlev, head of the Legal Department, made the report “Draft Plan of Rule-Making Activities of Federal Environmental, Industrial and Nuclear Supervision Service for 2021.” Rostechnadzor is involved in the implementation of the “regulatory guillotine” mechanism in two areas: regulation in the field of industrial safety and regulation in the field of safety of hydraulic structures. Mr. Yakovlev spoke in detail about the rule-making activity in this area and answered questions from the meeting participants.

A report on the implementation of the Anti-Corruption Plan of Federal Environmental, Industrial and Nuclear Supervision Service in 2020 was made by Vladimir Lyashevich, department deputy head/head of the Department of Civil Service and Personnel of Rostechnadzor. He said that “Rostechnadzor is actively involved in the development of adaptive initiatives and proposals of the Ministry of Labor on anti-corruption issues, as well as that, at the request of the Presidential Administration and the Government Office, the Service has prepared and sent, in accordance with the established procedure, proposals for inclusion in the national plan of 2021 to 2023.”

Andrei Vilya, assistant to Rostechnadzor chairman, reported on “Draft Plan for Information Support of Activities of Federal Environmental, Industrial and Nuclear Supervision Service for 2021.” The official representative of Rostechnadzor reported on the results of the work, dwelling in more detail on the use of new communication platforms, the most effective of which was the specialized Telegram channel launched in February 2020.

Having discussed the presented reports, the meeting participants expressed their proposals and recommendations, which will be taken into account by Rostechnadzor in the relevant areas of activity.

At the end of the meeting, Yuri Malyshev, president of the Academy of Mining Sciences, took the floor and said that by the decision of the Presidium of the Academy, Rostechnadzor Chairman Alexei Aleshin was awarded the V.A. Dinkov Gold Medal.
